HOW TO USE:
Extract the ZIP archive with an archive extractor and double-click the self-installation file. You will find the template under the Theme Designer in Powerdirector, under the name “PD Love Sketch”.

How to install the DZS file? The template will NOT automatically install to the right Powerdirector folder because Windows 10 requires an app for the DZS file.

No, please do not look under Effects. You should open the Theme Designer inside Powerdirector. Which version do you own?
Aaah, thank you PDTemplateZone! The Theme Designer is under Edit / Plug-in / Theme Designer. But I don’t see any “Powerdirector Love Sketch Theme Designer Template” when I open the .dzs file with Power Director… sorry.
My version is 18.0.2725.0 (64 bit).

No, there is not.
But I shave olved (I hope)!
The problem was that I did not have the two files EffectExtractor.exe and EffectExtractor.exe.manifest in the folder C: \ Program Files (x86) \ CyberLink \ Shared files.
I got them by downloading them from this thread, https://forum.cyberlink.com/forum/posts/list/15/41623.page#post_box_217847.
I unzipped the .zip archive on the Windows Desktop and pasted the two files in the aforementioned path.
Then I right-clicked on the PDLoveSketch.dzs file and indicated that it needed to open it with the EffectExtractor.exe file.
The message appeared that the theme was installed. And in fact by opening PowerDirector I found the nice PDLoveSketch theme ready in Edit / Plugins / Theme Designer!
